3、dthepromotionoffarmerincomehavebeenthetwingoalsofChinagovernmentsubsidy．Sincetheoriginalgrainsubsidypolicycallnolongermeetthepresentstageofeconomicdevelopment，Chinesegovemmentbeganthefullimplementationofdirectsubsidiestofarmersfrom2004．Ithasbeencontinuedtoimproveinrecentyears．Inthiscontext，

4、thedissertationstudiedgrainsubsidypolicyfromtheoryandevidence．Themainresultswerefollowed．Thefirstly,analyzedChina'sgrainsubsidypolicybythetoolsofeconomics．ThepaperexplainedtheimplementationbasisofChinagrainsubsidypolicyfromtheweakindustrysupport，thepoliticalbalancegame，theprovisionofpublicg

5、oods，interestgrouptheoryandmulti-functionaltheory．Ontllebasement，thepaperanalyzedtheincomeeffect，yieldeffect，restructuringeffectandenvironmentaleffectofcurrentgrainsubsidypolicybythetoolsofwelfareeconomicsandmicroeconomics．Thesecondly,evaluatedtheefficiencyofchinacurrentgrainsubsidypolicyby

6、DEAmodel．Fromtheviewofsystemeconomics，thepaperanalyzedthetheoreticalbasisoftheefficiencyevaluationofgrainsubsidypolicy．ThenbyDEAmodel，theanalysiswasdonefromsystemefficiency,scaleefficiency．Atthesametime，itanalyzedtheinvalidreasons．Theresultswerefollowed．(1)Systemefficiencyprovincesmostlycon
