2、sreport,NeilTaylor,hasdeterminedthatthereportisnotconfidential.2.PurposeoftheReport2.1TomakeprojectionsaboutthelongtermfinancialsustainabilityoftheCouncilinconjunctionwithcurrentissues,andthefinancialsupportrequiredforBassetlaw’sprioritiesintheCorporatePlan.3.Backgroundan

3、dDiscussion3.1MemberswillbeawareoftheGovernment’sausteritymeasuresnationally,thesearenowplayingoutatalocalleveltocouncilsthroughtheLocalGovernmentFinanceSettlement.Thedegreeandnatureofchangeissosignificantthateveryone,Members,officers,partners(includingparishcouncils)andt

4、hepublicwillneedtoadoptasignificantlydifferentmind-settoadapttothenewscenarioforthepublicsectorinthe21stCentury.3.2Thefirstpartofthischange,isthatfor2013/14,Memberswillhaveineffecttobalancetwobudgets:i)thetraditionalGeneralFundbudgetwhichdeterminesthelevelofcounciltaxloca

5、llyandtheservicedecisionsthatMemberswillberequiredtotaketoarriveatalocallybalancedbudget;andii)whatmeasureswillberequiredtobalancethefundinggapincounciltaxbenefitsasthesehavebeenremovedfromBassetlaw’sServiceBudgetRequirementandtransferredtotheCollectionFundwhichisaccounte

6、dforseparately.Previousreportshavehighlightedthatthe10%fundingreductioncanbemadeupofeither:-changestocounciltaxexemptionssuchassecondhomesandemptyproperties,whichwereconsideredatCabinetonthe4thDecember,2012;-counciltaxbasegrowth;-theDepartmentofCommunities&LocalGovernment

7、’s2013/14supportpackagewhichisonlyinplacefor2013/14andisdependentoncertaincriteriainanylocalschemebeingadopted;-thelocaldecisionsMemberswishtotakeonaBassetlawcounciltaxbenefitscheme.3.3Thepointstonoteherearethatinpreviousyears’thechangestotheexemptionsandcounciltaxbasegro
