2、展，加速农村和谐社会主义建设具有重要的作用和意义。论文共分为五个部分。第一部分为绪论。第二部分提出了新形势下建立适合社会主义新农村建设的农村财务管理体制的意义和作用。第三部分提出当前我国农村财务管理体制建设中存在资产管理不规范、财务管理不规范、缺乏民主管理和审计监督等问题。第四部分提出了我国农村财务管理体制存在问题的具体原因。主要是规章制度不健全，民主监督流于形式，监督力度乏力，资产管理漏洞多等五个方面。第五部分提岀了健全规章制度，加强民主管理，提高会计人员素质等六个方面的对策。⑶关键词：新农村建设；财务管理
