2、拨款、社会支援、企业和个人的捐助，而在发达国家主要的救灾措施是发展农业保险。近几年，政府和群众对农业保险的认识越来越深刻，重视程度不断提高，并且也取得了一些可喜的成果，比如在全市范围内的多个县、镇开展了农业保险试点，并成立了专门的农业保险公司等等。但要更好地发展农业保险，让其发挥出更大的作用，则还有很多问题需要解决。本文通过对农业保险基本理论的研究，探究了东营市农业保险的现状，挖掘了东营市农业保险发展中存在的政府制度缺失及农民缺乏互动的问题。并结合农业保险发展现状，提出了规范政府行为完善制度、多方联动推动农业保险发展、充分借鉴国内外先进农业发展模式的发展经验等措施，以充分发挥农业保险的风险保障
