1、华中科技大学硕士学位论文基于新型人水关系的城市防洪规划对策研究姓名：郭勇申请学位级别：硕士专业：城市规划与设计指导教师：万艳华20060512华中科技大学硕士学位论文摘要我国处在世界两大自然灾害带（环太平洋带、北半球中纬度带）交汇的地区，是世界上自然灾害最严重的少数国家之一。在我国，约有70%以上的大城市、半数以上的人口和75%以上的工农业产值分布在洪涝灾害严重的地区，历史上饱受洪水灾害的威胁。20世纪后半期，人们自恃实力强大，在“征服自然，改造自然”口号的鼓舞下，开展了大规模的江河整治工程建设，修筑水库拦蓄洪水，修筑堤防防止洪水泛滥。然而，事与愿违，江河依旧泛滥，
2、损失不断扩大。本文通过总结我国古代城市防洪的历史经验以及现代城市防洪规划与实践的优秀做法，关注世界其它国家城市防洪规划发展的新动态，结合我国城市化快速发展而引起的城市水文形势的变化，提出新的城市防洪思想策略，即基于新型人水关系的城市防洪，使人与洪水关系由相互竞争的关系转变为和谐共处的关系。并基于这一思想，就我国城市总体规划层面上的城市防洪排涝规划提出了一系列新的对策、措施，包括城市防洪体系、防洪标准、工程措施、非工程措施等方面，其目的是使我国城市真正可持续性发展。关键词：城市防洪规划对策；新型人水关系；城市化华中科技大学硕士学位论文AbstractOurcountr
