1、≥：j～硕士学位论文⑧论文趑目直昌邃童鱼道垫匡趣捌塞旌婴究学科(专业)越直趣剑皇退让20312041摘要随着经济和社会的转型，社会各界对城市规划决策民主化的关注，越来越多的目光集中到了“社区”上，这个城市社会组织管理在空间上的最小单元，同时也最能够体现出公众的参与程度和决策民主化的进度。然而由于社区概念本身来源于社会学理论，社区l戏0一直在政策性和社会性之间没有—个准确的定位。规划工作既是政府对市场宏观调控的重要手段，是公共行政的组成，又带有公共政策的属性，对公众同样负有不可推脱的责任。所以，规划工作不光是决策者的事情，从规划编制至嘞战0实施，我们面临的问题还很多。当前众多研究工作都是从社区
