1、中文摘要PPP模式项目近几年被世界各国广泛应用在基础设施建设上，海水淡化作为朝阳产业，也普遍采用该模式，在节省国家财政支出的同时充分发挥了民间资本的闲置作用，调动私营投资者的积极性。PPP项目空间和时间上的延伸性，涉及面广，投资巨大，诸多因素相互影响，错综复杂，比一般工程项目发生风险的概率要大。特别是决策阶段不准确的风险判断是造成后期项目风险发生的重大原因。因此，本文旨在对PPP项目全生命周期中的决策阶段进行风险识别与应对研究，具有较强的针对性。本文介绍PPP模式定义及在实际应用中的基本形式和运作模
2、式，总结PPP项目决策阶段主要工作内容，概述PPP项目决策阶段风险识别与应对相关理论。在理论研究的基础上，以D国海水淡化项目为案例进行实证研究。基于专家调查和访谈法，将决策阶段的项目风险分为政策风险，技术风险，财务风险和法律风险，建立风险调查表。根据调查成果，对决策阶段的风险因素进行识别与分析，政策风险包括特许权协议，政治，信用和审批；技术风险包括环保标准，电力和能源供应和海水水质；财务风险包括融资，经济和外汇；法律风险包括法律法规和司法仲裁。运用专家打分法评价风险因素，得出特许权协议，电力和能源，
