3、ncreasingcompetitionforTurkmennaturalgassuggestthatBeijingmayhavetobetterdefineitseconomicintereststhereandallowforincreasedregionalco-operationbuildingtobettermanageitsCentralAsianenergytrade.China’sCentralAsianrelationsandtheenergyfactorAnexaminationofChina

4、’sdevelopingenergyneeds,andtheroleofCentralAsiainBeijing’senergydiplomacy,requiresanunderstandingofthegreateconomicandpoliticalchangesChinahasexperiencedwhilemakingthetransitiontoanupper-tierimporteroffossilfuels.ThistransitionhasaffectedmanysegmentsofChines

5、epoliticallifebothonthedomesticandtheinternationallevel.WithinChina,theneedforevergreaterquantitiesofenergyforindustrialdevelopmentandconsumerusehasdevelopedintoapotentiallyseriouschallengetothecountry’scontinuedeconomicgrowth.Fromaforeignpolicyviewpoint,Bei

6、jing’sregionaldiplomacyhasbeengreatlycolouredoverthepastfiveyearsbyenergydiplomacyaswellasenergysecurity,describedastheneedtoassureaccesstosuppliesofreasonablypricedenergywhilemaintainingstatevaluesandpolicies(Yergin,1988,p.111).Chinahassoughttieswithmanyoil-

7、producingregionsandstatesasameansofsupplementingitsdwindlinglevelsofdomesticoilandgassupplies.CentralAsiaisanimportantpartofBeijing’scurrentenergydiplomacy,duetoitsproximitytoChina’sfarwestandthepotentialuseofpipelinestotransportenergysupplieswhichmaylessenC
