5、vicesystemisstillsimilartothatinPlannedEconomy,thegovernmentalpublichealthinputismainlyorientedformaintaintheexistenceandfunctioningofsuppliers,butlackofconcernonthedemandside;④Compensationforthesuppliersputthedemandsideinanobviouslydisadvantagedposition,informationisseriouslyasymmetricbetwe

6、ensupplysideanddemandside,andthedemandsidehasnoeffectivemeanstosuperviseandcondemnthesupplyside;⑤Inacertaingeographicalarea,publichealthserviceisoftenmonopolizedbyasinglesupplier,butthegovernmentdon’thaveeffectivemechanismstoassessandcontroltheoutputsofpublichealthservicesintermsofquantityan
