3、oughproductivityhadbeenexperiencedinbothcompanies.WewereparticularlyconcernedthatOOandcomponent-baseddevelopmentwerebeinghinderedbycurrentlyavailabledevelopmentprocesses.Wewantedtoensurethattheprocessesusedbyourorganizations,andotherISV's,wereavailabletoour

4、customersandthesoftwaredevelopmentcommunity.AfterfurtheranalyzinghowsuccessfulISV'sbuildsoftware,wefoundthatourdevelopmentprocessesareverysimilar.Wealluseempiricalprocesses.Weallcontroltheempiricalprocessesthroughquantitativemeasures.Werefertotheresultsofth

5、eseprocessesas"thebestpossiblesoftware"or"goodenoughsoftware."Weallwereabletorelatestoriesofpeerswhousedempiricalprocesseswithoutcontrols,andwhowerenowinthesinbinoffailedISV's.TheISV'sunderstoodthatbuildingsystemsisanartguidedbyrulesofthumbandtipsandtechniq

6、ues.AmethodologistatoneISVsaid"...youcan'texpectaprocesstotellyoueverythingtodo.Writingsoftwareisacreativeprocess,likepaintingorwritingorarchitecture......[aprocess]suppliesaframeworkthattellshowtogoaboutitandidentifiestheplaceswherecreativityisneeded.Butyo
