1、长沙交通学院硕士学位论文道路拥挤收费模型及应用研究姓名：王利娜申请学位级别：硕士专业：交通运输规划与管理指导教师：黄中祥20030420摘要社会经济的发展和城市化进程的加快，带来了交通需求的不断增长，导致一些大城市纷纷陷入交通拥挤的窘境。拥挤收费作为交通需求管理(TransportationDemandManagement)的一项有效措施，由于在缓和城市交通拥挤方面具有特殊的作用，越来越受到广大研究人员的关注。本文首先回顾了拥挤收费的发展及理论研究进展情况，接着具体介绍了拥挤收费的一些重要基本理论，其中包括代表静态

2、收费理论的边际成本定价原理，经典的瓶颈模型，并对进一步扩展瓶颈模型的有关问题作了探讨。在系统地介绍拥挤收费的基本理论和研究进展的基础上，本文扩展了拥挤收费的概念。针对“贷款修路，收费还贷”中所存在的现实问题，以一简单路网为背景，将拥挤收费和还贷收费结合起来考虑，提出了两种新的收费方案：方案一，在全路网上收取还贷费用，且在通行能力限制条件下，出现拥挤时，收取最优时变费用，并将收入以津贴的形式补贴用户；方案二，不收还贷费，只收拥挤费，将拥挤费用来还贷和对用户进行补贴。针对提出的两种收费方案，本文进行了理论分析和案例演算

3、，结果表明：两方案均能够调节交通量在道路上的分配，从而使道路得到更加有效的使用，并能降低旅行成本；方案二比方案一更能有效地降低旅行者的旅行费用，但方案一的流量调节能力比方案二强。最后，本文在介绍国外拥挤收费实践的基础上，探讨了我国实行拥挤收费政策的可能性及措施，并指出了进一步的研究方向。关键词：拥挤收费边际成本定价瓶颈模型交通需求管理AbstractThedevelopmentofsocialeconomyandthequickeningofcitylizationbroughtthegreatincreageof
