2、发展战略规划，根据城市发展与交通规划之间的关系，运用可持续发展交通理论与和谐交通理论的思想，对延安市城市交通发展做出相应的战略规划，旨在解决延安市城市发展与红色旅游发展之间出现的种种矛盾，最终实现城市交通发展的全面和谐。在战略规划内容方面，本文从延安市的城市内部交通规划、旅游专线规划、城市交通管理措施规划、外围交通规划等四方面具体展开研究，并为此提出了相应的具体措施。本文在城市交通发展方面，提出了基于红色旅游为主导的城市交通发展战略规划框架，丰富和完善了和谐交通战略规划的内涵。从革命圣地延安的实际出发，对城市发展和红色旅游发展中遇到的具体问题做了较为详细的规划，从战略角度
