2、箱的贸易和运输量也随着两岸关系的逐渐融合而日渐提升。但是，由于台湾当局曝持“不通关、不入境”的政策，虽然实现了两岸集装箱运输局部范围的直接通航，但仍局限在运输两岸中转运往第三地的远程货物，两岸间互为贸易目的的货物仍然要通过第三地中转。显然，这种“通船不通货”、“通货不通船”的现行格局己无法适应两岸经济发展，其造成的运费损失每年高达几亿美元以上，损害了两岸业者的经济利益，妨碍了两岸经济的共同发展。『F是在这一形势的驱使下，本文结合两岸形势的发展与变化，对两岸海上直航问题进行了前瞻性研究，在充分研究、分析两岸航运态势及政策的基础上，为推动两岸海上直接通航提出科学论证，分析
