5、intheratioofbusinessexpendituresonR&D(BERD)toGDPhasalsounevenlyevolvedacrossOECDcountries.Thedifferencesintheevolutionofhigh-technologyexportshareandbusinessR&Dintensityhaveattractedsubstantialpolicyinterest.BusinessR&Dintensityiscommonlyidentifiedasthemain11inputfactorinthe

6、innovationprocess,whiletheshareofhigh-techexportsisregardedasanimportantmeasureofinnovationoutput.Bothmeasuresarewidelyusedinordertobenchmarkacountry’sinnovationperformance.Giventheinterestinthespecificinnovationindicators,itisnaturaltoaskastowhichofthetwofactorsismoreimport
