1、青海省河湟谷地统筹城乡产业发展研究摘要农业、农村、农民问题关系着党和国家事业发展全局。我国的农业还处在一个比较低的生产力水平上，农业基础仍然薄弱，最需要加强，农村发展仍然滞后，最需要扶持，农民增收仍然困难，最需要加快。目前，我国总体上进入了以工促农、以城带乡的发展阶段，进入了加快改造传统农业、走中国特色农业现代化道路的关键时期，进入了着力打破城乡二元结构、形成城乡经济社会发展一体化新格局的关键时期。2008年10月党的十七届三中全会《中共中央关于推进农村改革发展若干重大问题的决定》，把“统筹城乡产业发展”作为
2、“建立促进城乡经济社会发展一体化制度”的一个重要方面。统筹城乡产业发展，是推动城乡统筹协调发展的经济基础和物质依托，是科学发展战略思想的重要支撑点，是我国社会经济发展战略的重要一环。2河湟谷地是青海省经济社会发展的核心区域，区域面积为35046km，在不到青海省总面积5%的土地上，集中了青海省的主要城镇和人口，该地区人口总数为340.8万，占青海省总人口的73.92%。因此，统筹河湟谷地城乡产业发展，对于推进青海省农业现代化和农村工业化水平，实现区域经济可持续发展，以及改善民生，提高人民生活水平，与全国同步全
3、面建成小康社会意义重大。本文论述了河湟谷地统筹城乡产业发展的重要意义，明确了该地区统筹城乡产业发展的原则、主要任务、目标取向以及统筹模式。通过SWOT分析法分析了该地区统筹城乡产业发展的优势、劣势、机遇和挑战，并以此为背景提出河湟谷地统筹城乡产业发展的路径选择。关键词：河湟谷地统筹城乡产业SWOT分析路径选择I万方数据AbstractAgriculture,ruralareasandfarmers’problemsrelatedtothecauseofthepartyandthecountrytotheove
