2、地区，资源性缺水、工程性缺水及用水结构不合理是通辽市农业水资源丌发利用面临的现实困境，加上低效的利用现状，浪费和短缺并存，致使其已经成为制约通辽市经济可持续发展的主要因素之一。本文以马克思主义政治经济学和科学发展观为指导思想，以建设资源节约型社会及环境友好型社会为宗旨，以农业经济与水资源可持续利用理论为依托，立足于通辽市水资源利用效率低、节水潜力大的现实，分析通辽市农业节水发展的概况、存在的问题及原因，通过对通辽市农业节水的有利条件和制约因素的分析，探索发展节水型农业战略途径，实现通辽市农业及国民经济的可持续发展。关键词：可持续发展；建设节水型社会；农业节
