1、摘要随着社会经济的发展，社会的主要竞争内容已经转变成了对人才竞争。在社会各阶层中人力资源的发展是尤为重要，怎样有效合理的管理人力资源，已经成为了每个成功的企事业单位的关键所在，在学校发展中也不例外。当前我国中小学体育教师人力资源开发与管理水平还都不高，主要还是强调人事监督和控制，过分依赖行政手段管理，忽视了其他的方法和手段，使得学校体育教师的人力资源的潜力得不到充分的开发和利用。随着素质教育发展的深入，体育与健康课程的实施和学校人事制度的改革发展，在学校体育教师人力资源开发与管理中也出现了一些研究内容。为此本文从

2、蒲城县体育教师人力资源现状出发，运用文献资料法、访谈法、问卷调查法和数理统计法对蒲城县25所学校体育教师人力资源管理现状中对招聘、育人、用人、留人等四大部分进行系统的研究，以解决蒲城县学校教师人力资源管理中的一些问题，并在完善和丰富学校体育人力资源开发与管理的基础上，构建一个适合蒲城县学校体育教师人力资源的理论体系。通过归纳总结对本研究做出以下结论：围绕体育教师人力资源职位胜任能力展开扩展，要求蒲城县教育主管部门或者学校确立招聘渠道、发展方案和逐层选人方法；根据蒲城县体育教师人力资源的管理观念，希望蒲城县在结合定

3、量考核和绩效考核相结合的方式来考核体育教师人力资源的利用率；根据蒲城县体育教师人力资源发展观念，构建体育教师人力资源岗前港后培训模式；提出学校体育人力资源保留方法，采用多手段、多渠道、全方位的留人。希望为蒲城县基础教育系统的人力资源发展提供可参考理论依据。关键词：体育教师；人力资源；开发与管理；现状与对策研究类型：应用型研究AbstractWiththerapiddevelopmentofsocialeconomyandthechangeofeconomicage,theroleofhumanresourceas
