1、摘要摘要当前普遍提倡发展新能源的前提下，风电有很好的发展前景，但目前情况是我国风电发电成本偏高，而风力发电单位成本过高是阻碍我国风电产业发展的主要障碍。所以降低风电成本尤其是新建风电项目的单位成本对提高我国风力发电市场的竞争力，加速风电产业的发展步伐，改善我国能源结构有着至关重要的意义。本文首先阐述了在电力市场改革背景下风力发电企业发展处的环境，追踪了国内外风力发电企业成本控制的研究现状，介绍了成本控制的相关理论，包括成本控制的原则和程序、手段等。同时介绍了风力发电企业成本的构成，客观分析了影响风力发电企业成本的因素，并简要介绍了生命周期理论和价值链理论，并将两种理论在成本控制方面进行
2、融合，构建了其在风力发电企业成本控制的模式，参照行业先进企业价值链上各价值单元的价值系数，利用灰色关联分析方法分析几家风电企业与先进企业的在同一价值单元的相关性，找到成本控制的关键点，最后提出成本控制的建议对策。针对如何有效降低我国风力发电的成本，推动风电产业的发展，目前大部分的研究都是从风电政策及风力发电设备国产化方面来分析，而本文则旨在从风电整体角度出发，将定性分析和定量分析相结合，综合考虑如何控制成本，提高投资的使用率，尤其在目前还没有形成系统、完善的成本估算及控制体系的情况下，能够为今后在如何降低风电成本方面提供一定的理论依据，具有一定的指导意义。关键词：成本控制；风力发电企业
