3、tenetworks,themetricsusedtocalculatethepathsdonotreflectthetotaldelayapacketmayexperience.Inthispaper,anewSatelliteGroupingandRoutingProtocol(SGRP)isdeveloped.Ineachsnapshotperiod,SGRPdividesLowEarthOrbit(LEO)satellitesintogroupsaccordingtothefootprintareaoftheMediumEar
4、thOrbit(MEO)satellites.BasedonthedelayreportssentbyLEOsatellites,MEOsatellitemanagerscomputetheminimum-delaypathsfortheirLEOmembers.Sincethesignalingtrafficisphysicallyseparatedfromthedatatraffic,linkcongestiondoesnotaffecttheresponsivenessofdelayreportingandroutingtable
