1、摘要摘要小城镇规划实施评价是小城镇规划评价体系中的一个重要环节，目前我国无论是现行的法律法规还是对小城镇规划评价体系的研究往往把重点放在小城镇规划的编制评价体系的研究，而对小城镇规划实施的评价体系的研究重视程度不够。当前规划实施项目受关注程度上升、近期建设与远期建设矛盾的激化、规划的不确定性的复杂背景为小城镇规划实施评价体系的研究带来了新的机遇。本论文研究正是出于对这种机遇的把握，首先从小城镇规划实施体系的相关概念入手，对近小城镇和规划实施的概念进行了详细的论述；并结合国内外已有的相关背景研究，通过小城镇规划实施评

2、价的内容选定、小城镇规划实施评价的权重确定、小城镇规划实施评价的等级打分评定的研究，以此来构建一整套切实可行的评价体系。具体来说，就是以小城镇规划总体目标的实施情况作为切入点，将小城镇物质形态空间发展作为小城镇总体规划实施评价体系构建的重要组成部分，结合其他空间及公众因素来共同构建小城镇总体规划实施评价体系。最后，运用初步建立的小城镇总体规划实施评价体系和小城镇总体规划实施评价的等级标准，选择延庆县康庄镇进行实证研究。一方面，本文对康庄镇现状城镇建设用地数量、结构、空间布局等进行定性以及定量的研究，分析揭示现状城镇
