4、InternetServicesInformationInfrastructureTelecomInfrastructureBuildingofInformationSocietiesPage3NextGenerationAccessWeareenteringintoaperiodofchangewherethedynamicsofthetelecommunicationsindustry,ormoreaccuratelytheinformationandcommunicationstechnologies,willradicallyandirreversiblychange.

5、NextGenerationAccess(NGA)networksunderpinthischange,andassuchhasbecomethefocusofmanyaGovernment’sfuturepolicyplatforms.Establishmentofahighspeedubiquitousbroadbandaccessnetworksandtheassociatedinvestmentrequirementsarenottrivial.InmostmarketshoweverxDSLandbroadbandservicedeliveredovertheincu

6、mbent’scopperinfrastructurewillcontinuetodominatefortheforeseeablefuturewhilethefibrenetworksbuildmomentum.Thatis,inthenext5-10yearsthesuccessofthenextgenerationaccessnetworkswillbeverymuchdependantonclosecooperationbetween,theGovernments,industryand(inmanymarkets)thethreatenedincumbents.Let
