2、城区为代表的中国农村基础设施建设还存在诸多问题，不利于农民生活水平的提高、农业生产力的改进和农村的发展。因此研究农村基础设施并改进激励政策具有重要的现实意义。本文首先对农村基础设施进行定义，介绍相关特征，并利用公用品理论分析农村基础设施的成本效益对比以及建设的必要性，指出公用品的溢出效应对社会价值巨大。同时使用公共财政理论明确财政有责任对农村基础设施进行投入。本文接着深入分析农村基础设施基础建设的现状。在现状的介绍中引用了长沙市望城区统计局和中华人民共和国统计局的权威统计数据。然后针对这些问题，从成本收益的角度，结合规范分析、实证分析、博弈分析以及图表分析等多种方法剖析问题成因。
