3、双重压力。作为医院，其获取持久竞争优势的关键，在于建立起一支人员结构合理、素质能力较高的由医疗专业技术人员和专业管理队伍组成的专业医疗队伍。为了更好地对医院的人力资源进行开发管理，建立起一支高素质的人才队伍，医院意识到各类员工培训工作对于医院和员工的价值和重要性，并认真地予以实施。本论文首先从培训的相关理论入手，通过对保定第一医院的历史培训状况进行了案头调查和分析，对其中存在的问题和原因进行了剖析，并参照了国内外相关培训的成功案例及其成功经验，运用现代人力资源管理理论中有关培训的理论、原则和经验，并结合保定第一医院的具体情况，力求为该院设计一
