2、rasonlineinformationsystemsintheInternet.Thispaperdescribesthedevelopmentofamunicipalinformationsystemthatcanbeusedinbothdomains.InthepublicareaanATMbasedclient/serverstructureisusedwhichprovidesgatewaysforInternetaccess.Thesystemoffersretrievalofauthorityinfo

3、rmationusingintuitiveandassociativeaccessmodes.Wediscussarchitecturalmod-elsandtoolswhichcanbeusedasasystemenvironment.ForcontentrepresentationHTMLisextendedinordertoreflectthedesigners'impressionofsuchasystem.1IntroductionUlmanditssurroundingregionsaredevelopi

4、nganinformationinfrastructurefortheirinhabit-ants.AnATM-basedbackbonenetworkshallallowprivateandcommercialuserstodeploynewtelecommunicationandtelecooperationservicesatalowparticipationcost.Inordertoenforcethedevelopmentandacceptanceoftheentireundertakingamulti

5、mediainformationserviceshouldhelptoenforcetheinhabitant’sparticipation.Thissystemshouldbeaccessiblethroughpublicter-minalsplacedatfrequentlyvisitedlocations.Usingapublicsystemcanreachalsopeoplenothav-ingcomputersandnetworkaccessathome.However,thecontentshoulda

6、lsobeaccessiblefromtheworldwidewebinalaterphase.Thecontentshouldtargetthecitizensthemselvesandnottouristsasmosttowninformationservicesdo.Thereforeinformationabouttownauthoritieshasbeenselectedastheinitialcontent,whichshouldbepresentedinahighqualityscreendesign

7、.Throughthisstrategycitizensshallgetacquaintedtonewtechnologyandtheusageofnewmedia.Fearsshallbedecreasedandatasteforusingtheinformationinfrastructuremorefre-quentlyshallbewoken[8].Itisforeseen,thatinfuturemorecitizenswillparticipateindecisionprocessesusingthen
