2、面臨教師進修管道方式單一、內容無法反應教師實際需求的困境。因此，本文分析在教師生涯發展歷程中，歸納教師專業能力為七大模組：「教育信念與教學技巧」、「教學新知與教育發展」、「班級經營與學生輔導」、「學科知識與教材教法」、「專業態度與研究知能」、「實用智慧與生活經營」、「教育管理與教學領導」。並試著將教師專業發展七大模組建構為教師進修研習系統，把教師專業發展之研習進修課程內涵，分為基本、進階及專業三大類，並建構教師進修研習系統，歸納分析為「中央層級」、「縣市政府層級」、「鄉鎮市區層級」、「學校層級」、「教師個人層級」五大系統，規劃建構出一整體性、進階性、
