3、，新的利益群体和利益阶层开始形成。为了维护和实现自身利益，利益集团开始参与政治过程，影响政府决策的制定和执行。但是由于起步比较晚、发展不成熟，造成我国利益集团政治参与存在着种种问题，比如,其政治参与带有一定的盲目性，政治参与方面的制度相对滞后，缺乏相应的社会基础等问题。通过借鉴和分析国外关于利益集团政治参与的理论模式，结合我国的具体实际情况，论文从规范和引导利益集团发展、加强政府能力建设、完善政治参与制度、营造良好社会基础四个方面着手，使利益集团政治参与更加合法、有效，从而推进民主政治发展的进程，促进社会主义和谐社会的构建。关键词利益集团政治参与多元主义法团主义IAbstractAbstr
