1、沈阳药科大学硕}学位论文中文摘要近几年，我国缺陷药品导致的严重损害事件频发，威胁着公众健康与安全。由于我国缺陷药品管理主要在假劣药品方面，致使有些符合相关标准但是仍对公众健康存在风险的药品上市销售，对公众用药安全构成不必要的风险。本文的研究正是基于上述背景，意在构建一个符合我国国情的缺陷药品管理体系。本文首先采用文献研究的方法完成国内缺陷产品与缺陷药品研究现状的回顾。然后阐述了缺陷药品管理的规制理论基础以及英美两国与我国缺陷药品管理主要法律法规基础，并借鉴国外缺陷界定，结合药品特殊性，对我国缺陷药品界定并分类。接着在运用规制理论对我国缺陷药品管理现状以及存在的问题进行分析的基础

2、上，结合对英美两国缺陷药品管理体系的系统研究，进一步从社会规制主体、以及缺陷药品报告、初期评估、调查、科学评价与处理、信息发布等缺陷药品管理体系要素进行了比较研究。最后，结合我国国情提出了构建我国缺陷药品管理体系的策略与建议：第一，建立健全缺陷药品法律法规，为缺陷药品管理提供强有力的依据：第二，缺陷药品管理的组织机构设置选择；第三，建立缺陷药品管理流程，包括缺陷药品报告收集、初期评估、调查、科学评价、采取措施以及信息发布与宣传教育几个方面的建设。关键词：缺陷药品；社会规制；缺陷药品管理体系沈阳药科人学硕t学位论文ABSTRACTjINIJL
