2、evelopandprotecttheMarineresourcesreasonablyhavebeenthecountrystrategicpolicyinmanycoastalcountries.AndSpecialMarineReserveshavebeenonekindofMarinedevelopmentbasedonsustainabledevelopmentandconsiderationtotheMarineresourcesdevelopmentandutilizationandprotectionofMarineenvironment.Therefore,howtostr

3、engthenthemarineresources’reasonableexploitationandprotectionhasdevelopedintothequestionabouthowtostrengthenthemanagementoftheSpecialMarineReserves.AsakindofEcosystem-basedfisheriesmanagement,MarineProtectAreas(MPAs)hasbeenrecognisedandsupportedbytheinternationalsociety.SpecialMarinereservesasakind

4、ofMarineProtectAreaswhichallowstofishwhileisnotagainstthepurposeofprotection,anditisalsoadvantageoustoobservetheoperationofthereserves.TheU.S.andNewZealandarebestcountrieswhohasusedtheMPAsinfisheriesmanagement.EspeciallyinNewZealand,ithasformedamaturesetofmanagementsystemandmeasures,theobjectsofpro

5、tectionhavebeenincludefrombiologicalresourcestoabiologicalenvironment,includingmarinefishes,algaeandcoastalandhistoricalsites.OurcountryhasstartedtoconstructspecialMarinereservessincethe1990sandtilltodayithasbuilt22nationalspecialMarinereserves,onlyShandongprovincehasbuilt15.SpecialMarinereservesis

6、oneofthemainwaysoffisherymanagementnow,bothdomesticandabroadaredevelopingtheprotectionanddevelopmentofmarine.Andthemostfeasibleandeffectivemethodofmarinemanagementisnon-governmentalorganizationsinvolvedinthemarinemanagement.ThemethodusedinNewZealandismorematureandworthtoreferonmarinemanagementinour
