2、NAIntroductionTelemedicinecanmakeavailablethebenefitsofnewtechnologies,especiallyinformationandcommunications,inprovidingmedicalcare.Inparticularitcanpromoteinternationalcollaboration,facilitateintegrationofeHealthinhealthsystems,supportinterregionalinitiativesamonggroupsofcountries
3、thatspeakacommonlanguage,anddocumentthebestpracticesandreportonthem.Homecareprovidedinthepatient'shomeisoneofthemainfieldinwhichtelemedicinecaneffectivelychangethewayofprovidinghealthcare.Theavailabilityofportableandcommunicantdevices,servicesandsystems,isveryusefulforhealthpurposes
4、forfiling,exchangeandtreatmentofmedicaldata,ifregulatedbyspecificadministrative,legalandethicalrules.Itallowsfastout-of-hospitalassistanceandintegratedservicestoelderly,sick,disabled,lonelycitizensandsupporttothefamilies.Italianexperienceintelemedicineisverylimitedandprimarilyregard
5、stele-consultationinradiologyandhomecareinselectedpatientpopulations.Onlyfewapplicationfieldsarespreadallaroundthecountry,suchas118,CUPandnetworksfororgantransplantation.In2006,Italianpopulationcounted59millionofpeopleofwhich14.1%between0and14yearsand19.9%over65years.35%ofseniorciti
6、zenslivedalone.Inaddition,inthisenvironment,thecitizen/patient'sneedsarechangingsincetheywanttobemoreresponsibleoftheirownhealthcare,actingasconsumers,andtheyrequirepainlessandnon-invasivemethodsofdiagnosticandtreatments.Inthefaceofthesechanges,homecareservicescouldrepresentaneffici
