3、rsonsWithLimitedEnglishProficiencyBytheauthorityvestedinmeasPresidentbytheConstitutionandthelawsoftheUnitedStatesofAmerica,andtoimproveaccesstofederallyconductedandfederallyassistedprogramsandactivitiesforpersonswho,asaresultofnationalorigin,arelimitedintheirEnglishp
4、roficiency(LEP),itisherebyorderedasfollows:Section1.Goals.TheFederalGovernmentprovidesandfundsanarrayofservicesthatcanbemadeaccessibletootherwiseeligiblepersonswhoarenotproficientintheEnglishlanguage.TheFederalGovernmentiscommittedtoimprovingtheaccessibilityofthesese
5、rvicestoeligibleLEPpersons,agoalthatreinforcesitsequallyimportantcommitmenttopromotingprogramsandactivitiesde-signedtohelpindividualslearnEnglish.Tothisend,eachFederalagencyshallexaminetheservicesitprovidesanddevelopandimplementasystembywhichLEPpersonscanmeaningfully
6、accessthoseservicesconsistentwith,andwithoutundulyburdening,thefundamentalmissionoftheagency.EachFederalagencyshallalsoworktoensurethatrecipientsofFederalfinancialassistance(recipients)providemeaningfulaccesstotheirLEPappli-cantsandbeneficiaries.Toassisttheagencieswi
7、ththisendeavor,theDepart-mentofJusticehastodayissuedageneralguidancedocument(LEPGuid-ance),whichsetsforththecompliancestandardsthatrecipientsmustfollowtoensurethattheprogramsandactivitiestheynormallyprovideinEnglishareaccessibletoLEPpersonsandthusdonotdiscriminateont
