3、accelerated,theneedsforpublicculturalresourcesofthedowntownareasarenotjustasthepast"thebasic,themust"publicculturalservicesrange,eventhesuburbanresidentscrowdalsohopetoenjoymoreandbetterpublicculturalresources.Therefore,thegovernmentasasinglesubjectofsupplycouldn’tmeettheneedsofsociety,in
