1、基层政协民主监督研究摘要本文简要分析了人民政协民主监督理论，结合中外监督理论研究综述、研究背景和有关政协民主监督法理依据，以永州市冷水滩区政协的民主监督实践为基点，主要针对基层政协民主监督目前存在的主要问题及其原因分析、优化与创新开展研究，并对提高基层政协民主监督实践进行了较为深入地探讨!。诚然，目前关于基层政协民主监督理论研究尚显不够。本文从梳理人民政协民主监督的基本内涵、作用与定位入手，实证研究分析了基层政协民主监督概况，借助实践经验的提炼，运用理论研究与政策分析相结合、归纳总结与逻辑推理相结合、比较分析和对策

2、研究相结合，通过大量第一手资料和最新数据，引用公共政策分析技术，对基层政协民主监督是构建社会主义和谐社会的内在机制、是对权力监督的必要补充和基层政协民主监督目前存在的主要问题及其原因分析、优化与创新等方面进行论证，得出大力加强基层政协民主监督制度化、程序化、规范化的“三化"自身建设是提高基层政协民主监督实效的关键环节和有效途径，党委重视、人大支持、政府配合、政协努力是提高基层政协民主监督实效的根本要求。本文还在健全和完善基层政协民主监督环节、规范基层政协民主监督程序，拓展基层政协民主监督主体上注重发展农民政协委员和
