2、spatch,asdeliberatedandadoptedatthe10thexecutivemeetingoftheMinistryofHumanResourcesandSocialSecurityareherebypromulgated,andshallenterintoeffectonJuly1,2013.TheMinister:YinWeiminImplementingMeasuresforAdministrativeLicensingforLaborDispatchingChapterIGeneralProvisionsArtic
3、le1Inordertoregulatelabordispatching,theseMeasuresareformulatedinaccordancewiththeLaborContractLawofPeople'sRepublicofChina,theAdministrativeLicensingLawofPeople'sRepublicofChinaandotherlaws.Article2TheseMeasuresshallapplytoacceptance,examinationandapprovalofapplicationfora
4、dministrativelicensingaswellastherelevantsupervision,inspectionandsoon.Article3TheMinistryofHumanResourcesandSocialSecurityareresponsibleforthesupervisionandguidanceonnationwideadministrativelicensingforlabordispatching.Localadministrationsforhumanresourcesandsocialsecurity
5、atorabovethecountylevelareresponsiblefortheimplementationofadministrativelicensingforlabordispatchingandtheassociatedsupervisionandinspectionwithintheirrespectiveadministrativeareasinaccordancewiththedivisionoflicensingjurisdictiondeterminedbyadministrationsforhumanresource
6、sandsocialsecurityofprovinces,autonomousregionsandmunicipalitiesdirectlyundertheCentralGovernment.Article4Whenimplementingadministrativelicensingforlabordispatch,theadministrationsforhumanresourcesandsocialsecurityshallcomplywiththeprincipleofunityofrightsandresponsibilitie
7、s,opennessandjustice,highqualityandefficiency.Article5Anadministrationforhumanresourcesandsocialsecurityshall,intheofficeplaceofthisadministrativeorganand/oronitswebsite,publishthebasis,procedures,termsandconditionsofadministrativelicensingforlabordispatching,thelistofallma
8、terialsrequiredtobesubmitted,thesupervisionphone,andpublishtothesocietythenamelist
