1、我国政府预算管理机制的改革研究论文提要当前我国正在进行社会主义市场经济体制改革一方面原有的计划经济格局已经打破另一方面成熟的市场经济体制还在建立和健全之中经济体制还属于转轨经济体制政府职能既有越位又有缺位管理制度既有规范的一面也有混乱的一面社会主义市场经济体制的确立要求建立与之相适应的财政体制公共财政是与市场经济相适应的财政体制在公共财政框架下如何构建我们的政府预算制度是当前财政改革中一个重要的理论问题也是一个具有重大现实意义的问题尽管对于公共财政与政府预算中的公共二字的含义仍旧存在着见仁见智的理解然而政府预算筹集老百姓的钱用于保证

2、社会民生的事业始终是无庸置疑的由于具体国情的约束和传统管理模式的惯性影响尽管我国政府预算管理改革取得了阶段性的成果但如果按照政府预算公共性的标准来加以衡量我国政府预算管理距离实现依法管好百姓钱的目标仍旧存在一定的差距本文以此为切入点分析了我国政府预算管理改革的现状借鉴西方政府预算管理改革的经验结合我国实际情况从预算改革的基本取向构建完整统一的公共预算体系完善配套改革方案在预算编制方法上实行绩效预算等方面提出了政策建议AbstractCurrently,Chinaiswitnessingareformonitssocialistmar
