3、·Clarifiesexclusionsfromeligibilityforgraderetention,andaddsgeneralinformationabouthowretainedgrade/payistreatedforotherpurposes.·ChangesthereferenceforpriorityconsiderationproceduresfromPL330-1,“CareerTransitionAssistanceProgram”toPL335-1,“BPAMeritPromotionPlanandImplementationPro

5、tedJanuary13,1999.POLICYSUMMARYEmployeeswhosegradeorpaywouldotherwisebereducedasaresultofaninvoluntarypersonnelactionorotherpersonnelactiondeterminedtobeinthebestinterestoftheGovernmentmaybeeligibleforgradeorpayretention.Ingeneral,graderetentionisapplicableinreduction-in-force(RIF)

6、orreclassificationactionswhilePayretentionmaybeusedtoaddressadversesalaryimpactsthatwouldotherwiseoccurasaresultofamanagementaction.UndercircumstancesdescribedinparagraphsIV.C.1andV.C.1ofthisPersonnelLetter,managementmaygrantoptionalgradeorpayretention.Indecidingtoextendoptionalgra
