1、LABOURLAWFOREWORDThehistoryofCambodiahasindicatedthatthedevelopmentofthelaborlawhasevolvedthroughfivemainstagesasfollows:1.Pre-independenceera:iSocialmeasureweretakentograduallyeradicateslaverypursuanttoaDecreeofFebruary1,1898withcompletelyabolishedslavery.iT

2、heverylegalmeasuretogoverntherelationshipbetweenemployersandemployeeswereininitiatedunderthe1920CivilCodewithinwhichalaborcontractwasrequiredfortheemploymentofworkers.iFurtherdetailedregulationsoncontact-relatedemploymentwereissuedina1927Sub-decreetoestablish

3、:ia10hoursworkdays.imaterialsrequirementforlivingconditions.iAJointDecreecoveringIndochinaestablishment:ithelaborInspectoratesin1927.itheReconciliationCommitteeforindividualandcollectivelabordisputesbetweenworkers,employeesandemployersin1930and1932.In1936theG

4、overnmentofCambodiadraftedandenacted3lawstoRegulatethreedifferentcategoriesofpeopleinvolvedinthelaborfiled:itheDecreeofDecember30,1936coveringIndochinesepeopleandotherinthesameclassification.itheDecreeofFebruary24,1937coveringEuropeanandothersinthesameclassif

5、ication.itheRoyalOrdinanceNo84NSofMay20,1938expandingthecoveragetooverseasCambodia.These3lawshavesignificantlymarkedaturningpointinthehistoricalEvolutionoftheCambodiaLaborLaw.iTheRegulationonliberalizedonliberalizedagriculturallabortakingeffectin1942.iIn1947t

6、heRoyalDecree375NSofOctober30,1947abrogatedthe1938RoyalOrdinanceandimposedtheimplementationoftheFrenchlaborregulationsonCambodianationalswhileCambodialaborregulationswasbeingdrafting.Meanwhile,aCambodiaInspectorateandaSocialAffairsOfficewereestablishedunderth

7、eMinistryofInformationandSocialAffairs.iAfterthesingingtheFrench-CambodiaTreatyonNovember8,1949,FrenchlaborinspectorateswereofficiallytransferredtotheCambodiaGovernmentandtheMinistryofLaborandSocialAffairswasestablishmentin1951byaRoyalDecreeNo651NSofDecember2
