1、扬州大学硕士学位论文基于模糊贴近度的水资源合理配置研究姓名：刘彦朵申请学位级别：硕士专业：农业水土工程指导教师：方红远20080401刘彦朵基于模糊贴近度的水资源合理配置研究摘要水是人类生存与发展的基本要素和不可替代的重要物质基础。但是，随着人口的增长、社会经济的发展以及人民生活水平的提高，有限的水资源供给量与不断增长的水资源需求量之间已形成了尖锐的矛盾，这一矛盾给人类生活、生产以及生态环境系统带来了严重的负面影响。目前，水资源问题已成为全球生存与发展的焦点问题，不管现在还是将来都是困扰人类的一大难题。因此，如何合理解决水资源的开发、利用、保

2、护与管理，使其在促进生态环境与社会经济协调发展中发挥最大的综合效益，已经变得非常重要了；而水资源合理配置正是与此目标相适应的一种有效的解决方法，它强调将有限的水资源在各地区、各部门间进行最优化分配，从而获得社会、经济、环境协调发展的最佳综合效益。本文首先阐述了世界和我国水资源特点、国内外水资源配置研究状况以及水资源合理配置的相关概念和原理，论述了水资源供水与需水的预测内容和方法，并对现有的多目标决策模糊方法进行了概括性总结；在着重介绍多目标模糊贴近度法概念的基础上，建立了水资源合理配置多目标决策模型以及相应的模型求解步骤；然后针对海南省南渡江
