1、THOMASNAGELTheProblemofGlobalJusticeIWedonotliveinajustworld.Thismaybetheleastcontroversialclaimonecouldmakeinpoliticaltheory.Butitismuchlessclearwhat,ifany-thing,justiceonaworldscalemightmean,orwhatthehopeforjusticeshouldleadustowantinthedomainofinternationalorglobalinstitu-tions,andinthepo
2、liciesofstatesthatareinapositiontoaffecttheworldorder.Bycomparisonwiththeperplexingandundevelopedstateofthissubject,domesticpoliticaltheoryisverywellunderstood,withmultiplehighlydevelopedtheoriesofferingalternativesolutionstowell-definedproblems.Bycontrast,conceptsandtheoriesofglobaljusticear
3、eintheearlystagesofformation,anditisnotclearwhatthemainquestionsare,letalonethemainpossibleanswers.Ibelievethattheneedforworkableideasabouttheglobalorinternationalcasepresentspoliticaltheorywithitsmostimportantcurrenttask,andevenperhapswiththeoppor-tunitytomakeapracticalcontributioninthelong
4、run,thoughperhapsonlytheverylongrun.ThetheoreticalandnormativequestionsIwanttodiscussarecloselyrelatedtopressingpracticalquestionsthatwenowfaceaboutthelegit-imatepathforwardinthegovernanceoftheworld.Theseare,inevitably,questionsaboutinstitutions,manyofwhichdonotyetexist.Howeverimperfectly,th
