2、度进行研究，并提出相应的建议和措施。本文主要包括五部分：第一部分主要对我国现行立法体制进行概说，介绍我国立法体制的类型，较大的市的范围、相关概念界定等；第二部分，论述了我国较大的市立法发展所经历的三个阶段及立法审查批准机制的现状；第三部分是对较大的市立法审查批准机制的必要性分析，从维护社会主义法制的统一和宪法尊严、防止地方保护主义、保障地方立法的科学性等方面，说明审查批准制度存在的必要性；第四部分，介绍了学界对这种制度存在的几种不同观点；第五部分，对目前这种审查批准制度存在问题进行分析，并从完善法律制度和工作机制两个方面提出了完善较大的市立法审查批准制度的建
