1、浅析工程量清单编制编制与招投标中文摘要 长期以来，我国的建设工程计价以工程预算定额作为计价模式。工程预算定额是按照不同地区、不同企业的平均水平制定的，以此为依据形成的工程造价基本上属于社会平均价格。这种价格只可作为市场竞争的参考价格，但不能充分反映出参与竞争施工企业的实际消耗和技术管理水平，不利于充分发挥企业的积极性、能动性，提高企业素质竞争能力，体现不出竞争市场所需求的“公开、公正、公平的原则。因此，对这种工程计价模式的改革势在必行。特别在我国加入WTO以后，随着全球经济一体化的进程，我国的建筑市场将逐步融入国际大环境，建设工程计价行为也
2、应与国际接轨。工程量清单计价是国际上通行的，比较完善刚成熟的计价方法。实行工程量清单计价，逐步形成以“市场形成价格、企业自主定价的新格局，把工程计价的权利真正交给企业、交给市场。在这种工程量清单计价模式下，如何加强工程造价管理，有效地控制造价，是一个值得探讨的问题。本文在阐述了工程量清单计价的基本概念的基础上，着重叙述在工程量清单计价模式下，在工程的投资决策阶段、设计阶段、招投标阶段、施工及竣工决算阶段的工程造价控制方法以及工程造价控制的影响。关键词：工程量清单；工程量清单计价模式；工程造价控制；影响lwOntheBOQpreparatio
