7、rces，reorganizationandoptimization第5页共舒页引言“人才培养模式改革和开放教育试点”工作己开展七年．无论是中央电大、省电大，还是各分校，在资源建设上都取得了长足的进步，各种形式的资源比比皆是，资源优势是明显的。但面对浩如烟海的教学资源，学生将无所适从，相当多的资源将无法直接使用，使资源的利用率大为降低，学习支持服务大打折扣。在前期的社会调查中，我们工作人员对教师和学生作了大量的访谈，普遍认为：以前优秀的电大录像资源不方便学习；现有的省电大VCD课程资源由于课程容量大，出借或者刻成光盘都是费时费力，利用率低，而放在网络上
