1、摘要摘要由单体公司向集团化企业发展，是当今企业发展的一个重要趋势。如何实现有效的人力资源管控，是集团化企业面临的重要管理课题。有效的人力资源管控可以使有效的整合和优化配置集团的人力资源，为集团化企业的战略管控和财务管控提供有效支持。人力资源管控涉及到集团化企业的组织架构调整、集团总部与成员企业人力资源管理的功能定位，集团总部与成员企业的人力资源管理职责划分，最终影响到集团化企业能否实现人力资源管理的规模效应和协同效应。本论文在深入理解国内外关于集团管控和人力资源管控理论的基础上，以宏达集团为研究对象，围绕如何建立有效的集团化企业人力资源管控问题，对宏达集团

2、人力资源管控现状进行了全面剖析，提出对该集团人力资源管控进行创新构建的方向：实行以调控型为主，结合管理型和服务型管控的管控模式，并在此构想下提出了构建宏达集团人力资源管控体系的一系列要点。提出宏达集团今后在创新构建人力资源管控体系时，应以职位体系为管控的基础，以人力资源政策为构建的核心，注重企业重组和业务整合中的人力资源管控阶段性重点，明确各级人力资源管理部门在管控体系中的职责，适应集团发展战略推行人才战略，防止集团扩张发展中的各类弊端，使人力资源管控发挥其有效作用。关键词：宏达集团，人力资源管理，管控体系I万方数据ABSTRCTABSTRCTBythem
