1、摘要基于治理理念的社会治理发展和创新，离不开主体多元化的携手合作和共同参与。在当今网络时代，互联网的快速发展使网络逐渐成为传递民意的重要途径，公民网络参与是互联网影响政治生活的一个重要方面，公众通过网络获取公共信息和发表政治见解已逐渐成为常态化。公民在网络环境推动下参与社会治理的方式也发生了巨大的变化，公民参与作为一种新型的参与方式，对社会治理方式和社会治理进程有着重要的作用。公民网络参与一方面为公民参与社会治理提供了有效的参与渠道，另一方面也使政府更加及时、准确的掌握舆情，与此同时网络参与为公民和政府搭建了互动交流的新平台，推动了公民与政府关
2、系的改善。然而，网络参与是一把双刃剑，它一方面有利于社会民主的发展；另一方面，由于互联网自身的特性在公民通过网络参与社会问题的过程中会存在一些问题，对社会治理的发展提出了新的挑战。本文在目前公民网络参与现状的基础上，通过实地问卷调查的方式，综合的分析了当前我国公民参与在社会治理过程中存在的问题，针对参与过程中出现的无序化和非理性行为，从完善政治信息、加强法制机制建设、提升公民个人素养三个方面提出了对策建议，从而推动社会治理的发展和公民网络参与的良性互动。关键词：社会治理；公民参与；公民网络参与IAbstractTheinnovationande
