5、missionissecuredbyobtainingaCertificateofAuthorityfromtheCommissioner.SuchCertificateshallnotbegranteduntiltheapplicantconformswiththeapplicablerequirementsofthisTitle,andoftheotherlawsofGuamprerequisitetoitsissuance.Afteracertificateofauthorityisgranted,theInsurershal
6、lcontinuetocomplywiththerequirementspertainingtoitassetforthinthisTitleandinotherlawsofGuam.(b)TheCommissionerofBankingandInsuranceshallrevisitannually,therequirementsforaCertificateofAuthorityforprovidersofHealthcareInsuranceCoverage,toensurethattheprocessesremaintran
7、sparent,fairandopentoeligibleon-island,nationalandinternationalHealthcareInsuranceprovidersinordertofostervigorouscompetitionandshallamenditsrequirementswhennecessaryorrecommendtoILiheslaturanGuåhan,changestoGeneralRegulationsandlawsrelativetoCertificatesofAuthority.SO
