1、摘要发展战略性新兴产业有利于维持我国经济高速增长、同时抢占新的制高点。目前，我国绝大部分省份都将发展战略性新兴产业视为提升本地区综合竞争力的重要方式。近年来，江西省战略性新兴产业在发展态势良好的基础上，还对江西省的经济增长有巨大的贡献。因此，战略性新兴产业引导资金在投入和使用方面的目的和效果已成为公众越来越关注的问题，并迫切需要完善的监管体系和地方财政投入的绩效评价。本文首先阐述战略性新兴产业的相关定义和特征，引入财政支持战略性新兴产业的理论依据，包括外部性、市场失灵、幼稚产业保护理论等强调财政引导资金的必要性，以及阐明引导

2、资金的作用机理，比如对产业的发展不仅有助推作用，还有外部牵引的作用，因此引导资金对于江西省战略性新兴产业的发展的作用不可小觑。其次，通过现有的江西省战略性新兴产业投资引导资金绩效评价指标体系，对江西省82家战略性新兴产业项目引导资金的使用情况和绩效进行分析，并根据评价结果分析目前财政引导资金使用过程中存在的问题，包括资金总体规模不大，引导资金投入企业的规模标准不明确；项目建设进度有快有慢，建成投产率较低；一些企业对引导资金需求性不大，需要进一步创新扶持方式；实施效果不够理想，部分未完工企业亏损，影响项目完工进度及预期利润水平

3、；制定设计不够科学，入围企业把关不严格；对企业监管不严，后期跟进制度不完善等问题。针对在研究中的发现的问题，本文提出了如下政策建议：第一、充分发挥引导资金专属功能，进一步加大引导资金投资规模；第二，认真做好资金使用的跟踪评价，进一步提升引导资金的绩效水平；第三，不断健全资金分配的制度机制，进一步提高引导资金的使用效率；第四，充分发挥引导资金的导向效应，进一步增强服务产业发展的能力；第五，加强战略性新兴产业的绩效管理，完善一体化的绩效管理体制。【关键词】战略性新兴产业；财政引导资金；绩效评价1AbstractDevelopme
