1、CENTRALTREASURYRULESVOLUMEIMAINRULESPARTI–GENERALPRINCIPLESANDRULESShortTitle1.Theserulesmaybecalledthe“TreasuryRulesoftheCentralGovernment”.Application11-A.Theseshallapplyto--(a)UnionTerritoriesofChandigarh,LakshadweepandDadraandNagarHaveli;(b)PaymentsofpensionarybenefitstotheGovernmen

2、tpensionersintheCentralGovernmentandUnionTerritories;and(c)AnofficeauthorizedtoholdandoperateandaDepartmentalTreasureChest.1-B.IftheGovernmentconsidersitnecessaryorexpedientsotodoforavoidinganyhardshiporremovinganydifficultythatmayariseasaresultoftheapplicationoftheserules,itmay,subject

3、tosuchrestrictionsandconditions,ifany,asitmaythinkfittoimpose,dispensewithorrelaxtheprovisionsofanyoftheserulesinanycaseorclassofcases.Definitions2.Intheserules,unlessthecontextotherwiserequires;thefollowingexpressionshavethemeaningherebyassignedtothem,thatistosay:-(a)“AccountantGeneral

4、”meanstheHeadofanOfficeofAccountsandAuditsubordinatetotheComptrollerandAuditor-GeneralofIndia.Whenusedinrelationtoatreasury,thisexpressionreferstotheauthoritytowhomtheaccountsofthetreasuryarerendered.1

6、ntalizationofGovernmentAccounts.ChiefAccountsOfficerinrelationtoaccountsofRailwaysmeanstheHeadofaRailwayAccountsOffice.(c)“Administrator”meanstheAdministratorofaUnionTerritoryspecifiedintheFirstScheduletotheConstitution.(d)“AuditOfficer”meansanyofficersubordinatetoorunderthesuperintende

7、nceof,theComptrollerandAuditor–General,whoexercisesauditfunctions.(e)“TheBank”meansanyofficeorbranchoftheBankingDepartmentoftheReserveBankofIndia,anybranchoftheStateBankofIndiaactingastheagentofReserveBandofIndiainaccordancewiththeprovisionsoftheReserveBankofIndiaAct,1934(2of1934)andany

8、branchofaSubsidiaryBankasdefinedinSection2oftheStateBankofIndia(subsidiaryBanks)Act,1959(38of1959),whichisauthorizedtotransactGovernmentbusinessasagentofthestateBankofIndiaoranyotheragencyappointedbytheReserveBankofIndia.(f)“Collection”meanstheHeadofaDistrictandincludesanyother
