1、南京师范大学硕士学位论文高等教育资源配置存在的问题及对策研究姓名：倪晓娜申请学位级别：硕士专业：行政管理指导教师：杨文兵20120506摘要改革开放30年来，我国的高等教育事业取得了举世瞩目的成就，但随着我国高等教育的进一步发展以及教育规模的进一步扩大，高等教育发展中也显露出了很多矛盾和问题，其中比较突出的问题是高等教育资源的相关配置。表现在以下几个方面：高等教育资源配置的地区性差异比较大、高等教育资源的构成比较不合理，以及高等教育教育资源分配的不公平和使用效率低下，除此之外，还导致了一系列问题，比如高等教育条件不均衡、高等教育机会不均等等。高等教育资源配置直

2、接影响到微观教育活动的效率和宏观教育格局的平衡，还间接影响到其他社会子系统的协调发展。本文从高等教育资源配置中的政府、市场和高校三个主体要素的视角，提出若干资源配置的优化建议，明确了政府、市场和高校的权力边界。并且通过对美国和日本的高等教育资源配置现状的了解借鉴其经验，促进我国高等教育资源配置合理化，使我国高等教育的发展进入一个崭新的时代。在结语部分，本文进一步提出，要以科学发展观作为我国高等教育科学发展的战略指导方针，秉持“发展是第一要义”的原则，在“又好又快"的方针指引下，加强对高等教育理论与实践两个方面的研究，以实现党的十七大提出的“提高教育现代化”的战
