1、AbstractUrbanrailtransithasenteredaperiodofrapiddevelopmentinChinafromthe21stCentury．Itplaysanimportantroleincities，becauseitCanalleviatetrafficproblems，activateurbaneconomy,stimulateurbandevelopmentandimproveimageofcities．However,railtrafficalsobringsthenegativeimpacttourbanenvironmentandsoc

2、ialenvironmentduringitsconstructionandoperationperiod．UrbanrailtransitplanningEIACaninvolveintheearlystagesofdecision—making．Itmakesplanningrecommendationsontheplanningprogramfromtheperspectiveofenvironmentalprotectionandguidesthedirectionofthedevelopmentoftheplanning，toprotecttheenvironmentf

3、romthesource，andtopromoteconstructionofurbanrailtransitdevelopingcoordinatelyandsustainablywiththeenvironment．ThepaperfirstestablishesallurbanrailtransitplanningEIAindexsystem，thenrefersmajorstepsofurbanrailtransitlinenetworkplanningcomprehensiveevaluation，finallydoingurbanrailtransitplanning

4、EIAbasedontheindexsystem，aimedatevaluatingthenetworkplanningfromtheviewofenvironmentalpoint，andprovidingabasisforselectiondecision—makingoflinenetworkplanningprogram．Themainresearchcontentsandresultsofthepaperareasfollows：(1)Basedontheenvironmentalimpactidentificationofrailtransit，asetofsuita

5、blebasicindexsystemWasestablishedforurbanrailtransitplanningEIA．AndthemeaningoftheindexesWasintroduced，themeansofacquiringtheindexvalueWasexplained．(2)ThemethodofFAHP(FuzzyAnalyticHierarchyProcess)basedonfuzzyconsistentmatrixtodetermineindexweightWasproposed．(3)Inresponsetothecharactersofthee

6、valuationindexsystem，andthefuzzyfeatureofurbanrailtransportsystem，comprehensiveenvironmentalevaluationmethodbasedongraycorrelationdegreemethodWasproposed．(4)Atlast，themethodswereprovedinXi’anUrbanRailTransitnetworkplanningEIA．EvaluationindexsystemWasconstructedbasedonsurveyingthestateofthepla
