5、African-AmericanandLatinostudentsalsoattendsegregatedschools,inthesuburbsofthelargestmetropolitanareas,whileruralareasandsmalltowns,smallmetropolitanareas,andthesuburbsofthemid-sizemetroareasarefarmoreintegrated.Stateswithnorefragmenteddistrictstructurestendtohavehigherle

6、velsofsegregation,particularlyinstateshavingrelativelysmallproportioqsofminoritystudentswhoareconcentratedinafewdistricts.Basedontheseandotherstudyfindings,thecountryanditEachoolsareperceivedasgoingthroughvastchangeswithoutanystrategy.Itappearsthatthecivilrightsimpulsefro
