2、rgingschemesappropriatetotheircircumstances.ThisrecommendationwassupportedinthesubsequentNationalAuditOfficegoodpracticeguide‘SpaceManagementinHigherEducation,aGoodPracticeGuide,1996’.Thispaperexaminesthepracticalitiesofspacechargingandisbasedonworkcarriedoutby

3、GeorgeGriffithofBristolUniversityandDavidHilloftheHEFCE.Concept2.Thebasicpremiseofspacechargingisthatfreeassetsarelesslikelytobeeffectivelymanagedthanthosethatcost.Someinstitutionsbelievethataneffectivespacechargingsystemprovidesusersofspacewithanincentivetomin

4、imisetheirdemandforspaceandmakebestuseofthatwhichtheyhave.Itisimportanttodistinguishbetweenspacechargingandspacecosting.Inspacecosting,thecostsofprovidingspaceareattributedtotheusersofspace,sothattheycanincorporatethatwithinanypricesforservicesthattheymaydelive

5、r,forexampleconsultancy,shortcourses.Inspacecharging,theprincipleisthatthesystemprovidesincentivesforuserstoactivelymanagetheirspace,releasingunneededspaceandachievingsavingsthereby.3.Spacecostingisrelativelystraightforward,beingtheidentificationofrelevantcosts

6、andtheapportionmentofthosecostsbymeansofanappropriatedriver,usuallyanumberofstudentsorfloorareaoccupied,althoughsometimesitisapportionedasapercentageofincomegeneratedbytheuser.Spacecostingisprimarilyamethodtoincreaseunderstandingandtransparency.Spacechargingont

7、heotherhand,isdesignedtoinfluencebehaviour.Therearefourelementstosuchasystem:nthespacetobechargedfornthecoststhatarechargednthecostallocationmechanismnthesystemthatallocatesresourcestopayforthecharges.4.Theseelementswillnormallyneedtobeunderpinnedbyasetofproced
